ModivCare, a MaineCare non-emergency transportation (NET) provider, has announced plans to partner with Waldo Community Action Partnership (Waldo CAP) to onboard services to Region 5 in Maine.

In 2023, the Maine Department of Health and Human Services (DHHS) awarded the Region 5 NET contract—covering Waldo, Knox, Lincoln, and Sagadahoc counties in addition to the cities of Brunswick and Harpswell in Cumberland County—to ModivCare following a competitive request for proposal (RFP) process.

"Proposals were independently reviewed and scored by State evaluators based on the RFP requirements," said ModivCare, in a May 7 news release. "ModivCare's proposal scored the highest overall and represented the best value to the State, based on a documented, data-driven assessment conducted by DHHS."

“We are pleased to launch services in Region 5 and to work collaboratively with Waldo CAP and transportation providers across the region,” said Myra Orifice, Senior Director of Transportation Operations in Maine, in the news release. “We look forward to joining with Waldo CAP and our longstanding partners at MaineCare to deliver safe, high-quality, cost-effective NET services to all MaineCare Region 5 members, just as we already provide these services in Regions 1, 2, 6, 7, and 8.”

According to the news release, ModivCare's broker model allows the company to partner with the state and local organizations like Waldo CAP to deliver NET services efficiently and with full accountability for MaineCare members in Region 5 and across Maine.
