City of Rockland completes 2025 revaluation, MIL rate lowered
The City of Rockland’s 2025 revaluation is officially complete. After a process that began in September of 2023 when the City contracted with Vision Government Solutions to provide revaluation services, commitment has been set, and the City’s new tax rate (MIL rate) has been lowered from $24.48 to 16.58. Tax bills are expected to be mailed out shortly.
“This was a long process, but a thorough one,” commented City Assessor Molli Bennett. “The revaluation saw property taxes redistributed in a more equitable manner, based on values assessed at the current market rate”.
Maine municipalities are legally required to revalue property, ensuring assessments are based on current market value. State law mandates revaluations at least every 10 years, or whenever the ratio of assessed value to sale price falls below 70% or the quality of assessments declines. A revaluation doesn’t create more tax revenue. It redistributes the tax burden based on the assessed value. The taxes collected are based on the budgets of RSU 13 (49.58%), Knox County (5.48%) and the City, which only accounts for 44.95% of the taxes paid by Rockland residents.
“We again kept the City’s budget under the rate of inflation this year,” said City Manager Tom Luttrell. “Prices are increasing across the board, and we had to make some very difficult decisions to hold the increase at under 2%. We’ll continue to prioritize decisions that have a minimal impact on people’s taxes.”
