ROCKLAND – The following comprises recent court activity in Knox County, including a Friendship man who allegedly ran over a victim with a four-wheeler and two drug arrests in Rockland, with one of the suspects smuggling cocaine into the Knox County Jail.
Friendship man accused of running over another man with a four-wheeler
A Friendship man remains in jail after he was arrested Aug. 2 by the Knox County Sheriff’s Office for allegedly driving a four-wheeler over another man.
Chad Burns, 56, was charged with aggravated assault, violation of a protection order and violating a condition of release. He made his initial appearance Aug. 4 in Knox County Court.
A protection order had been issued by the court in July against Burns to not have any contact with the victim.
The victim told police that when he was walking on North Harbor Cemetery Road in Friendship, he heard the approaching sound of a four-wheeler. Burns was driving the vehicle at a high rate of speed, according to the affidavit filed by the Knox County Sheriff’s Office.
The vehicle struck the man in the back and ran over him causing him to fall over. The victim ran into the woods and then called police.
Police said that the victim’s torn clothes and injuries were consistent with being run over by the four-wheeler. The man declined having an ambulance called to the scene.
Burns was later located by a deputy and he denied that he harmed the man. He was transported to the Knox County Jail where he remains.
Burns is scheduled to appear in court again on Sept. 25 for a dispositional conference.

Rockland Police, with the assistance of members of the Maine Drug Enforcement Agency (MDEA) and Knox County Sheriff’s Office, executed a search warrant Aug. 7 on Second Street in Rockland related to an ongoing drug investigation.
Wanda Chipman, 64, of Rockland, was arrested for felony unlawful possession of scheduled drugs (crack cocaine) and violation of conditions of release. She was previously arrested on Aug. 2 for drug possession of cocaine during a routine traffic stop in Rockland.
Chipman was also charged with falsifying physical evidence and felony trafficking in prison contraband, after police discovered that she had concealed crack cocaine on/in her person and attempted to dispose of it once at the jail, according to the police affidavit filed in Knox County Court.
Police said that Chipman attempted to flush the cocaine down the toilet but a large baggie containing approximately 10.7 grams of the drug was recovered, according to the police affidavit.
Chipman was released from jail after posting $5,000 cash bail.
She is scheduled to appear in court again on Nov. 17 for a dispositional conference.
