ROCKLAND — The Rockland City Council will take up the topic of gas pipelines Feb. 23 when it discusses a proposal from Summit Natural Gas, the company that announced Feb. 8 that it hoped to extend a natural gas pipeline down Route 1 from Belfast to Rockland.
