Voters to decide on proposed $3.6 million Lincolnville Central School budget July 14

    LINCOLNVILLE — Voters in Lincolnville will cast their ballots regarding the proposed 2020-2021 school budget for Lincolnville Central School at the polls July 14. 

    The proposed school budget asks voters to consider three questions and 16 articles on Election Day. 

    Question One

    Shall the Town appropriate the sum of $3,629,586 and raise the sum of $3,241,895 for the 2020-2021 school budget?

    The Lincolnville Central school budget submitted in this Question 1 totals $3,629,586.

    It includes locally raised funds in the amount of $3,241,895, to be assessed to the Town of Lincolnville in accordance with state law.

    The locally raised amount exceeds the maximum state and local spending target by $847,314.

    Article 12: The School Board recommends that the Town appropriate the amounts set forth below for the total cost of funding public education from kindergarten to grade 8 as described in the Essential Programs and Services Funding Act
    and raise and assess the amounts set forth below as each municipality's contribution to the total cost of funding public education from kindergarten to grade 8 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, section 15688.

    School Board recommends $2,739,192 to be allocated
    School Board recommends $2,394,581 to be raised

    Article 13: The School Board recommends that the Town raise and appropriate $847,314 in additional local funds, which exceeds the State's Essential Programs and Services allocation model by $847,314 as required to fund the budget recommended by the School Board. 

    School Board recommends: $869,314

    Article 14: The School Board recommends that the Town authorize the School Board to expend $3,629,586 for the fiscal year beginning July 1, 2020 and ending June 30, 2021 from the Town's contribution to the total cost of funding public
    education from kindergarten to grade 8 as described in the Essential Programs and Services Funding Act, non-state-funded school construction projects, additional local funds for school purposes under the Maine Revised Statutes, Title 20-A, section 15690, unexpended balances, tuition receipts, state subsidy and other receipts for the support of schools.

    School Board recommends: $3,629,586

    Article 15: Shall the School Board be authorized to expend up to $40,680 from the Special Education Reserve Fund to pay for out of district tuition costs in the 2020-2021 fiscal year?

    The school board recommends a YES vote. 

    Article 16: To see what sum the Town will vote to transfer from the Lincolnville Central School’s Unassigned Fund Balance to Lincolnville Central School’s Facility Capital Reserve.

    School Board recommends: $115,557

    Question Two

    Shall the School Board be authorized to expend the balance from the Special Education Reserve Fund of $40,680 to pay for out of district tuition costs in the 2020-2021 fiscal year?

    The school board recommends a YES vote. 

    Question Three

    Shall the Town transfer $115,557 from the Lincolnville Central School’s Unassigned Fund Balance to the Lincolnville School’s Facility Reserve Fund.

    The school board recommends a YES vote.
