Camden Select board to hear about $573,578 Phase 2 Ragged Mountain Redevelopment status

CAMDEN — The Camden Select Board has a full agenda for tonight's regular meeting, including a presentation by Ledgewood Construction and the project team for Phase 2 of the Ragged Mountain Redevelopment Project – parking area and drainage improvements; a presentation of preliminary Snow Bowl year-end financials; consideration of a handful of town property use requests; and approval of the corrected 2015 Town Meeting Warrant.
The Ragged Mountain Redevelopment Project presentation includes meeting the project team, a review and status of the site work and review of bids for the site work.
There are also Victualer's License and Lodging Establishment License renewals to be approved at tonight's meeting, public hearings for five Liquor License renewals and consideration to approve renewing the license agreement with Maine Media Workshops for filming on public ways and town properties. The Select Board will also consider recommending adding a vice chairman seat and increasing the number of members and alternates on the Community and Economic Development Committee, as well as discuss and review future meeting and workshop topics.
According to documents provided to the Select Board ahead of the May 19 meeting, which begins at 6:30 p.m. in the Washington Street Conference Room, the Ragged Mountain Redevelopment Project Phase 2 contract includes a maximum guaranteed price of $573,578, subject to additions and deductions by Change Order, as provided in the contract documents.
Highlights of the contract cost details include $18,200 for a project manager, $33,800 for a superintendent, both for 13 weeks, and $5,000 for temporary fencing, for a total of $69,273 in general costs. The remainder of the cost not mentioned above include expenses for field office trailer rental, equipment and supplies, drinking water, communications, dumpsters and disposal, signage, a superintendent's truck and fuel, etc.
Sitework is pegged at a total of $463,783, including $1,000 for layout/survey work, $387,783 for earthwork and $75,000 for soil stabilization.
The remainder of the contract price is comprised of fees for general liability insurance, performance bonds and contingency.
Earthwork bids for this next phase of the Ragged Mountain Redevelopment project came in from Ferraiolo Construction Company Inc., George C. Hall & Sons Inc., Jake Barbour Inc., Farley & Son Landscaping and McGee Construction.
George C. Hall had the lowest base bid at $349,500, followed by Ferraiolo at $351,043, Jake Barbour at $455,000, Farley at $479,000 and McGee at $508,000.
After adding in the alternate cost for wok on the South Parking Lot, Ferraiolo was the lowest at $387,783, followed by George C. Hall at $392,000, Jake Barbour at $509,000, Farley at $546,500 and McGee at $562,000.
Ferraiolo, George C. Hall and McGee all offered estimated 10 week schedules, while Farley said they estimated the work to take 9 weeks and Jake Barbour said they could do it in six weeks. If the project start was delayed until mid-July, Farley offered a $33,000 discount, bringing their bid down to $513,500, keeping them in the same place in the ranking for lowest to highest bid with the alternate added in, and dropping their bid to third place ($446,800) without the alternate.
