Appleton Village School budget ready to be voted on

    APPLETON — Appleton Village School officials and its school committee has set its proposed school budget for the upcoming 2020-2021 academic year. 

    The proposed budget, which includes four referendum questions and 19 articles, will be put forward to voters during the July 14 elections. 

    Question One

    School Budget. Shall the Town appropriate the sum of $2,895,434 and raise the sum of $ 1,674,611 for the 2020-2021 school budget?

    The Appleton Village school budget submitted in this Question 1 totals $2,895,434.

    It includes locally raised funds in the amount of $1,674,611, to be assessed to the Town of Appleton in accordance with state law.

    The locally raised amount exceeds the maximum state and local spending target by $896,541.

    Article 12: The School Board recommends that the Town appropriate the amounts set forth below for the total cost of funding public education from kindergarten to grade 8 as described in the Essential Programs and Services Funding Act
    and raise and assess the amounts set forth below as each municipality's contribution to the total cost of funding public education from kindergarten to grade 8 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, section 15688.

    Article 13: The School Board recommends that the Town raise and appropriate $56,935 for the annual payments on debt service previously approved by the Town voters for non-state-funded school construction projects or non-state-funded
    portions of school construction projects in addition to the funds appropriated as the local share of the Town’s contribution to the total cost of funding public education from kindergarten to grade 12.

    Article 14: The School Board recommends that the Town raise and appropriate $896,541 in additional local funds, which exceeds the State's Essential Programs and Services allocation model by $896,541 as required to fund the budget
    recommended by the School Board.

    Article 15: The School Board recommends that the Town authorize the School Board to expend $2,895,434 for the fiscal year beginning July 1, 2020 and ending June 30, 2021 from the Town's contribution to the total cost of funding public
    education from kindergarten to grade 8 as described in the Essential Programs and Services Funding Act, non-state-funded school construction projects, additional local funds for school purposes under the Maine Revised Statutes, Title 20-A, section 15690, unexpended balances, tuition receipts, state subsidy and other receipts for the support of schools.

    Article 16: Shall the Town authorize the School Board to expend such other sums as may be received from federal and state grants or programs or other sources during the fiscal year for school purposes, provided that such grants, programs or other sources do not require the expenditure of other funds not previously appropriated?

    Article 17: Shall the School Board be authorized to expend the balance from the Special Education Reserve Fund to pay for out of district tuition costs in the 2020-2021 fiscal year? Approximately $50,005.

    Article 19: Shall the Town transfer $40,207 from the Appleton Village School’s Unassigned Fund Balance to the Appleton Village School Facility Reserve Fund established in 2016.

    Shall the School Board be authorized to expend the balance from the Special Education Reserve Fund to pay for out of district tuition costs in the 2020-2021 fiscal year? 

    Approximately $50,005.

    Shall the Town authorize the School Board to expend up to $70,000 from the School Facility Reserve Fund for the following school capital projects?
