Rockland man remains in jail for approaching young girls, violating conditions of bail
ROCKLAND – A Rockland man is being held without bail for violating the conditions of his previous bail set in July from a domestic violence case and a state order to undergo a mental health evaluation after he allegedly approached and showed interest in young girls.
Justin T. Warren, 48, was arrested on Aug. 15 by Rockland Police and charged with violating the terms of his bail by contacting the alleged victim after he was arrested July 7 for domestic violence, domestic violence criminal threatening and obstructing the report of a crime, police said.
According to the affidavit filed in Knox County Court, Warren was also charged with indecent exposure after he took off his clothes and masturbated in his jail cell in front of a female officer after he was transported to the Knox County Holding Facility on Aug. 15.
Warren made his initial appearance in court on Aug. 17 before Justice Jeffrey Helm who agreed to the motion filed on the same day by the district attorney’s office to revoke his previous bail and remain in jail. He is being held at the Two Bridges Regional Jail in Wiscasset.
Police stated in the court affidavit that Warren approached two young girls on Aug. 5 and expressed interest in them by saying how pretty they were and touching their hair. The ages of the girls were 9 and 11 years old. In the incident with the older girl, the mother instructed Warren to leave her daughter alone and he replied that he thought she was 19 years old.
Police said that they heard of other reports of Warren allegedly chasing young girls “around town” and asking them if they were able to have sex, but complaints were not filed with officers.
Warren told police that he wanted to have sex with teenage girls, according to the affidavit.
Because he is incarcerated, the mental health exam by the State Forensic Service must take place within 21 days of the court's order and then filed with the court within 30 days of the court order.
The next date for Warren to appear again in Knox County Court has not yet been scheduled.
