Rockland man leads police on foot chase, wanted on outstanding warrants

    ROCKLAND — A Rockland man remains at the Knox County Jail after he was arrested by police on several outstanding warrants, including a warrant for probation revocation.

    Harley Winchenbach, 30, was taken into custody by Rockland Police Nov. 17 at approximately 12:30 p.m. after a brief foot pursuit. He was charged by police with criminal trespass and refusing to submit to arrest.

    Winchenbach made his initial appearance in Knox County Court Nov. 18. His bail was set at $1,000 cash for the current charges of criminal trespass and refusing to submit to arrest, and the outstanding charges of theft from a shoplifting incident at the Thomaston Walmart in July and harvesting shellfish in a closed area in Knox County.

    When he is released from jail, he cannot have any contact with the resident of the home he entered Nov. 17 or return to the Walmart store in Thomaston.

    According to the affidavit filed in court by Rockland Detective Sergeant Alex Gaylor, the suspect pulled away when police attempted to arrest him, and he fled on foot in the area of Broadway, Rankin and Sweetland streets. A man approached police and reported that the suspect had entered his apartment on Rankin Street with the intent to hide from law enforcement, according to the court document.

    When Rockland Police arrested Winchenbach Nov. 17, he was currently on probation from a previous conviction for unlawful trafficking in scheduled drugs in 2016 in Lincoln County. He was ordered to serve three years of probation after he was released in April from the Two Bridges Regional Jail in Wiscasset. 

    Besides the alleged new crimes, Winchenbach’s probation violations also included failure to report to his probation officer beginning in September and not notifying the state of his current address.

    Winchenbach is scheduled to appear again in Knox County Court Dec. 15 for a dispositional conference.
