New arrest warrant issued for Lincolnville man following grand jury indictments
BELFAST — A Waldo County grand jury handed down 52 indictments against 51 people this week, beginning their work in Belfast May 13 and finshing May 16.
Included in the report was an indictment for Lincolnville resident Glenn Reed, 66, who is accused of assaulting a young woman this spring inside a Belfast business.
The grand jury this week indicted Reed for felony unlawful sexual touching, assault, disorderly conduct and theft by unauthorized taking. Deputy District Attorney Eric Walker sought a new arrest warrant in the indictment due to the fact that the original charges were elevated to felonies.
Reed made his initial appearance on the original charges in Belfast District Court April 16 and pleaded not guilty. Reed also requested an amendment to his bail that day, seeking to have the $500 cash his sister posted on his behalf returned, and instead use his house as surety bail. In court, Walker said he had since learned more about Reed's past record and a change in state law that extended the "lookback" rule for people facing multiple past sex convictions. That meant Walker would be seeking more serious charges against Reed at grand jury, and possibly a higher bail.
Outside of court last month, Walker said that Reed was previously convicted of gross sexual misconduct in 1988. He also was previously convicted of rape in 1981 in Waldo County Superior Court, according to the Maine Sex Offender Registry. When reviewing criminal history as it relates to elevating the seriousness of charges, the farthest the state can go back is 10 years. The law was recently changed to make a specific exception to elevate the severity of the sex crime charge(s) if there are two or more prior sex convictions under relevant chapters in the law, or for engaging in similar conduct in another jurisdiction.
Reed, a convicted sex offender and lifetime Sex Offender Registry registrant, is accused of entering a Belfast store March 9 and fondling the victim, making sexually charged comments and attempting to kiss her on the lips.
Walker said Friday night that the court set a new bail amount of $5,000 for Reed on the new warrant.
"As far as I know, the arrest on the new warrant hasn't been made yet," said Walker.
Arrest warrants for seven other people indicted this week were also issued, according to the grand jury report.
Following is a complete list of the indictments handed down this week in Waldo County Superior Court. The grand jury convenes quarterly.

• Joshua N. Ames, 27, of Pittsfield, was indicted for burglary and theft by unauthorized taking April 12. This is a Waldo County Sheriff's Department case.
• Leslie R. Bates, 50, of Unity, was indicted for aggravated operating after habitual offender revocation, criminal operating under the influence and violation of conditions of release Dec. 31, 2012. This is a Waldo County Sheriff's Department case.
• Heather Lee Blood, 35, of Bangor, was indicted for unlawful possession of synthetic hallucinogenic drugs Dec. 28, 2012. This is a Maine Drug Enforcement Agency case.
• Elizabeth Brown, 23, of Searsport, was indicted for unlawful trafficking of scheduled drugs Sept. 5, 2012. This is a Maine Drug Enforcement Agency case.
• Joshua E. Bucklin, 32, of Belfast, was indicted for two counts of aggravated trafficking in scheduled drugs Nov. 5 and 6, 2012. This is a Maine Drug Enforcement Agency case.
• Jeffrey A. Butler, 29, of Belfast, was indicted for two counts of burglary and two counts of theft by unauthorized taking March 22 and April 1. This is a Belfast Police Department case.
• Raymond G. Carson, 71, of Hancock, was indicted for sexual exploitation of a minor, furnishing liquor to a minor, allowing a minor to possess or consume liquor and threatening display of a dangerous weapon Feb. 15, 2011 and March 13. This is a Maine State Police case.
• Jennifer L. Cook, 34, of Swanville, was indicted for terrorizing and disorderly conduct April 5. This is a Waldo County Sheriff's Department case.
• Stephen P. Cummings Jr., 25, of Northport, was indicted for domestic violence criminal threatening, domestic violence assault, tampering with a victim, and two counts of violation of conditions of release March 23, 26 and 27. This is a Waldo County Sheriff's Department case.
• Jonathan C. Curit, 31, of Unity, was indicted for operating after revocation Feb. 1. This is a Maine State Police case.
• Marc Daigle, 22, of Dresden, was indicted for aggravated criminal mischief, aggravated assault, assault, terrorizing, criminal threatening and refusing to submit to arrest May 10. This is a Waldo County Sheriff's Department case.
• Thomas A. Emery, 18, of Winterport, was indicted for three counts of gross sexual assault Nov. 24, 2012, Dec. 15, 2012 and Dec. 31, 2012. This is a Waldo County Sheriff's Department case.
• Richard B. Fredette, 39, of Albion, was indicted for aggravated assault and assault Feb. 17. This is a Belfast Police Department case.
• Sean C. Giannone, 35, of Belfast, was indicted for domestic violence assault April 30. This is a Belfast Police Department case.
• Bryan C. Gower Jr., 21, of Canaan, was indicted for robbery and burglary March 5. This is a Maine State Police.
• Daniel L. Green Jr., 26, of Canaan, was indicted for robbery and burglary March 5. This is a Maine State Police.
• Jesse T. Grinnell, 23, of Lincolnville, was indicted for operating after revocation and failure to give correct name May 9. This is a Maine State Police.
