THOMASTON — The Town of Thomaston will hold a special town meeting Wednesday, March 3, at 6 p.m. at the Thomaston Municipal Building (13 Valley Street) to determine if it is the will of the Town’s voters to establish a Solid Waste Facility Reserve. 

The lone article question reads: To see if the Town will vote to establish a Solid Waste Facility Reserve with funds received from Penobscot Energy Recovery Company of $363,440.93 with the ratification of expenditures of ($48,578.00) for a total of $314,862.93 plus interest to fund the new Solid Waste Facility Reserve.

The breakdown of monies is: 
$363,449.93 — Initial payment received from PERC
($48,58.00) — For Thomaston’s share towards purchase of two trash compactors at the transfer station
$314,862.93 + interest — Interest to fund the new Solid Waste Facility Reserve

At the Feb. 8 select board meeting, Owls Head, South Thomaston, Thomaston Solid Waste Corporation board member Zel Bowman-LaBerge informed the Select Board about the latest developments of the new Transfer Station expansion project, according to the meeting minutes.

“The money PERC had accrued from investments during the 20 year contract was given back to the towns,” the minutes read. “The Select Board voted to place the funds into a reserve account with the intent to use the funds towards the future renovation project. However, the Town Attorney advises that the Town needs to hold a Special Town Meeting to move the PERC funds into a reserve account. The project will be environmentally better for the land.” 

At the Jan. 19 select board meeting, Bowman-LaBerge notified the board bids for the renovation project were received. The total cost will be $1 million divided by the three towns, according to the meeting minutes.
