Rockport Select Board to set annual goals, identify committee liaisons, discuss bylaws
Rockport's Select Board will convene at 5 p.m. July 13 and begin their regularly monthly meeting with a closed-door session to discuss a personnel matter. Then, at 6, p.m., board members are to reenter their public session in the Geoffrey Parker Conference Room at the Rockport Opera House to address an agenda that includes making liaison appointments to the various municipal committees, discuss their own bylaws, and set their 2026-2027 goals.
The bylaws (see Select Board packet for complete document) are the rules of procedure by which the Board conducts municipal business.
New this year is a proposal from Town Manager Jon Duke to add a section governing public comment at meetings. The proposal suggests limiting public comments to three minutes each.
"Section 7. Public Comment: The Select Board shall contain a section of its agenda at each regular meeting of the Board to solicit public comment from those in attendance. The Board is not obligated to respond to public comments but may choose to add an agenda item at an upcoming Select Board meeting to address concerns raised by the public. Everyone in attendance at the meeting shall have the opportunity to comment for up to 3 minutes on items absent from that meeting’s agenda. For public comment on items on the agenda, the Chair will provide an opportunity for public comment prior to Select Board discussion on that item and each meeting attendee will have 3 minutes to comment."
The Select Board wil also consider July 13 the confirmation of two Knox County municipal officials — Thomaston Town Manager Kara George and Camden-Rockport Assessor Kerry Leichtmab — to continue representing Maine Municipal Association members on the Maine Legislative Policy Committee.
Leichtman will continue his concentration on property taxation and municipal finance, policies concerning current use programs, tax increment financing, affordable housing, zoning, short-term rentals, school funding and senior property tax relief.
George will continue her focus on municipal governance, home rule authority and unfunded mandates.
