    ROCKLAND — The Camden Conference and Rockland Public Library present Bill Hall on Thursday, January 4, at 6:30 p.m., for a talk on the relationship between India and Russia.     India and Russia: Does the Tiger Still Like the Bear? It appears, at times, yes, according to Camden Conference, in a news release. But as India rises and Russia declines, the formerly close relationship between these two giants has clearly changed, going from admiration to transactional. A long mutual attraction has turned stale. What happened, and what does this evolution mean for the United States and the global order? 

    Bill Hall was an intelligence officer for the US Air Force, serving on active duty from 1969 until 1999, much of that time overseas. He grew up in Virginia and received a bachelor’s degree in politics from Princeton University and a master’s degree in foreign affairs from the University of Virginia. Hall lives year-round on Peaks Island with his wife, Nancy. He’s a past president of the World Affairs Council of Maine and serves on the boards of several Maine nonprofit organizations.
