Camden Select Board: Public Landing redesign update, $1.9 million bond proposal to fix school’s failed geothermal system
CAMDEN — The Select Board in Camden will convene at 6:30 p.m., Oct. 3, to consider a slew of liquor license renewals, the placement on the Nov. 7 ballot a $1.9 million bond proposal by School Administrative District 28 (Camden-Rockport K-8) to install a new heating and cooling system at the elementary school following a geothermal failure, and an update about plans to improve the Public Landing on the town’s harbor front.
PURPOSE
This agenda item is to provide you with an update on recent efforts to advance the preparation of construction- level design plans and bid documents for a redesigned and resilient Public Landing, and the external resources the Town has obtained to do so.
BACKGROUND
Building on the 2013 TY Lin Public Landing Report, the 2017 Comprehensive Plan, numerous Capital Plans, and the 2019 Wood Report (Penobscot Bay Resiliency Project), the Town successfully applied for and will be receiving grant funds to develop engineered design plans for the public landing from the Maine Department of Marine Resources Shore and Harbor Planning Grant program and the Governor’s Office of Policy Innovation and the Future – Community Resilience Partnership.
The TY Lin Report and the Comprehensive Plan detail the Town’s need to implement a redesigned Public Landing. The 2019 Wood Report and the significant, costly, and repeated repairs to our landing due to the impacts of storm surge and sea level rise demonstrate the need to ensure that the Public Landing is designed and redeveloped in such a way that it is resilient to the effects of sea level rise and storm surge.
SUMMARY
The project will utilize the above-mentioned reports along with existing storm surge and sea level rise modeling to prepare bid-level site plan and design and construction plans and documents needed to implement a shovel- ready adaptation project that will ensure that the Landing is resilient in the long term to storm surge and sea level rise.
There will be public outreach and engagement components as part of this project and the Town will also partner with community groups on a number of educational workshops and information sessions about climate change, sea level rise, resiliency and adaptation.
Action Needed:
No action or approval is needed. I will be able to update you on the status of this project as the grant funding becomes available and we move forward with the design and engineering process.
