AUGUSTA — Rep. Stanley Paige Zeigler, D-Montville, introduced a bill Tuesday that would increase the membership of the Lincolnville Sewer District Board of Trustees from three members to five.

LD 1625 came at the request of the chair of the Board of Trustees, Paul Lippman, who shared with Zeigler the difficulty in finding trustees, the amount of work the board handles and why two additional members would be beneficial for all.

“After speaking with the board chair and hearing about some of the difficulties the board has had, I was happy to introduce this bill on their behalf,” said Zeigler. “I’m hopeful that, should this bill become law, the board will have a couple more hands to lighten the load and conduct business.”

“One of the biggest problems the board is dealing with, since its inception, is finding trustees,” said Paul Lippman. “Our district is small, with only about 60 properties, and many of the residents are part time and some are not U.S. citizens, so the pool is small. For a few years we have been working with two trustees, and if one person is not available, we do not have a quorum.”

The bill stipulates that the additional two members would be alternates, and they would only be able to vote if there is not already a quorum.

The committee will hold a work session on Zeigler’s legislation Thursday, May 6.

Zeigler is serving his third term in the Maine House and represents the communities of Belmont, Liberty, Lincolnville, Montville, Morrill, Palermo and Searsmont. He serves on the Environment and Natural Resources Committee and the Energy, Utilities and Technology Committee.
