Maine State Police Troop D beat: the scent of fresh, or burnt, marijuana

    AUGUSTA — The Maine State Police Troop D reported the following activity Dec. 23 - Jan. 5. An arrest or summons does not imply guilt.

    Dec. 24

    Trooper Benjamin Sweeney responded to Route 7 in Brooks for a roll-over crash where no one was with the vehicle. On Dec. 25, the owner reported the vehicle stolen but declined to fill out an official statement. The case remains under investigation.

    Dec. 25

    Trooper Sweeney conducted a traffic stop on Clark Road in Winterport for missing registration plates. Trooper Sweeney detected the smell of fresh marijuana. Benjamin Quimby, 29, of Winterport, and passenger Wayne Quimby, 56, of Winterport, were charged with possession of marijuana. The driver was also charged with failure to register a motor vehicle and two traffic infractions of failure to provide insurance information and no inspection sticker. The vehicle was towed from the scene.

    Trooper James Macdonald stopped a vehicle on Lakeview Drive in China for having a defective brake light. Investigation revealed Matthew McLean, 27, was in possession of a usable amount of marijuana and drug paraphernalia. He was summonsed for the civil violation and released.

    Sergeant Patrick Hood stopped Andrew Beaster, 27, on Sennebec Road in Union for not displaying an inspection sticker. Investigation revealed Beaster was in possession of a usable amount of marijuana at the time of the traffic stop. He was summonsed for the civil violation and released.

    Trooper Jeremiah Wesbrock responded to a burglary complaint on Kenney Road in Knox. The complainant reported that someone was actively burglarizing his home. Trooper Wesbrock determined that no one was in the home nor had anyone been in the home except the owner and a neighbor who checked the house out for the owner.

    Dec. 27

    Trooper Wesbrock responded to a theft complaint on Vanner Road in Washington. The complainant reported that an employee had been stealing money from him. Trooper Wesbrock obtained a confession from Bruce Tillson, 36, of Washington. Trooper Wesbrock is continuing the investigation to determine what offenses Tilson will be charged with.

    Trooper Wesbrock responded to an elder abuse complaint on Martin Point Road in Friendship. The complainant, of Massachusetts, reported a friend was being abused. Trooper Wesbrock is continuing the investigation.

    Trooper Macdonald responded to Purple Heart Highway in Brooks for a report of assault. Investigation revealed Bert Noble, 44, assaulted his neighbor while she was in his apartment. Noble was arrested, transported to Waldo County Jail and charged with assault.

    Trooper Seth Allen stopped Bruce Nichols, 47, on Route 32 in Windsor for a vehicle defect. At the time of the stop Nichols’ license had expired in Aug. 2013. Nichols was issued a summons for operating a vehicle with an expired license greater than 90 days and released.

    Trooper Allen stopped Debra Walker, 43, on Route 32 in Windsor for displaying an expired registration. At the time of the stop Walker’s license had expired in March 2013. Walker was issued a summons for operating a vehicle with an expired license greater than 90 days and released.

    Dec. 28

    Trooper. Allen stopped a vehicle on Route 3 in China for a defect. At the time of the stop Matthew Weldon, 35, of Revere, Mass., had a suspended license. Weldon was summonsed for operating without a license and released to a licensed driver.

    Sergeant Hood stopped Joseph Barrett, 37, on Hallowell Road in Chelsea for an expired inspection sticker. Investigation revealed his vehicle’s registration had expired in April 2013. He was issued a summons for operating a motor vehicle with expired registration over 150 days.

    Trooper James Leonard responded to a vehicle off the road on I-295 at mile marker 31 in Topsham. Cyndi Payson, 46, was driving from her residence in Bradford to work in Connecticut when she drove off into the median as a result of a dirty windshield. According to the report, Payson disclosed and then turned over several Concerta pills, for which she did not have a prescription. Payson was issued a summons for unlawful possession of a Schedule Y drug and released.

    Dec. 29

    Trooper Allen stopped George Fetchen IV, 27, of Rockland, for a vehicle defect on Alder Park Road in China. At the time of the stop Fetchen’s license was suspended. Fetchen was issued a summons for operating after suspension and released to a licensed driver.

    Trooper Thomas Bureau responded to Bangor Road in Unity for a reported assault. Trooper Bureau arrived on scene and determined that Amy Noyes, 34, had assaulted the complainant. Noyes was charged with assault and both parties were separated for the evening.

    Trooper Bureau stopped Aaron Rockafellow, 23, on Route 139 in Unity for an inspection sticker violation. Upon further investigation Trooper Bureau found Rockafellow, along with passengers Dustin Hotham, 19, and Joshua Littlefield, 19, all in possession of usable amount of marijuana and drug paraphernalia. All three were issued summons for both offenses. Rockafellow was also issued a citation for the inspection violation.

    Dec. 30

    Trooper Sweeney initiated a traffic stop in Thorndike for a loud exhaust. An odor of fresh marijuana was detected coming from the vehicle and a search revealed drug paraphernalia. The male juvenile operator, of Unity, was charged as a juvenile for possession of paraphernalia and released to his mother.

    Jan. 1

    Trooper Niles Krech stopped Samuel Cobb, 25, for speeding on I-295 in West Gardiner. Upon further investigation, Cobb was summonsed for operating under the influence, violation of conditional release, operating after suspension, civil possession of marijuana and sale and use of drug paraphernalia.

    Jan. 2

    Trooper Allen and Trooper Petrini responded to Route 3 in China for an active assault. Tami Perry, 52, had attacked an employee with scissors. Perry was charged with assault.

    Trooper Desiree Wuthenow received a late report of verbal domestic terrorizing in Burnham. The complainant reported that David Carpenter, 43, had told her that she would be dead before police showed up. Trooper Wuthenow and Trooper Wesbrock arrested Carpenter for domestic violence terrorizing and also charged with refusing to submit to arrest or detention.

    Jan. 3

    Trooper Wuthenow responded to a threat of suicide in Burnham.

    Trooper Bureau located Brandi Morse, 33, in Troy and arrested her on an outstanding warrant for and criminal operating after suspension.

    Trooper Allen stopped a vehicle for a defect on Route 32 in China. Trooper Allen could smell the strong odor of burnt marijuana emitting from the interior of the vehicle. Dakota Terranova, 23, admitted to having a pipe on him and was issued a summons for possession of drug paraphernalia.

    Trooper Eric Verhille and Trooper Leonard located Michael Mason, 23, of Brunswick, at a residence in Dresden. Mason was arrested on two outstanding warrants and transported to Two Bridges Jail by Trooper Leonard.

    Jan. 4

    Trooper Verhille and Trooper Leonard conducted a bail check in Pittston.

    Trooper Erin Ball stopped Katelyn Cunningham, 18, on I-295 in Bowdoinham for speed. Cunningham was issued a ticket for speed and failure to provide proof of insurance. A male juvenile was issued a summons for possession of marijuana.

    Trooper Greg Stevens responded to a hit and run accident which occurred on Oakwood Drive in Chelsea.

    Trooper Stevens responded to East Pittston Road for a threat of suicide.

    Trooper Stevens received a complaint of harassment from a resident of Orange Park, Fl., who was in Maine to clean out her recently deceased brother’s apartment at the Windsor Heights Apartments. Trooper Stevens contacted the suspect and advised her not to call or go to the apartment.

    Trooper Allen arrested Denvor Ferland, 21, in China.

    Jan. 5

    Trooper Allen stopped Christopher Mcpherson, 22, on Route 197 in Litchfield for an expired inspection sticker. A search of the vehicle revealed drug paraphernalia. Mcpherson was issued a summons for sale and use of drug paraphernalia.

    Trooper Allen stopped Kelsey Crowe, 22, on I-295 in West Gardiner for displaying expired registration. Crowe was issued a summons for operating with an expired registration over 150 days.

    Trooper Robert Cejka stopped Eric Smith, 38, on I-295 in Gardiner for a defective brake light. Trooper Verhille and K9 Clint arrived on scene and K9 Clint indicated there were drugs in Smith’s vehicle. Inside a duffle bag behind the driver’s seat were two zip lock bags containing 11.2 grams of marijuana. Smith was summonsed for possession of a usable amount of marijuana.

    Trooper Sweeney noticed an SUV with its hazard lights flashing on the side of Route 139 in Winterport. Following investigation, Carsten Geisel, 31, of Winterport, was issued a summons for displaying a fictitious inspection sticker and operating with an expired license greater than 90 days. He was warned for an expired registration.
