Lincolnville Select Board to review final town meeting warrant, school budget, recreation improvements, proposed Veterans Memorial
LINCOLNVILLE — The Lincolnville Select Board will be reviewing the Five Town Consolidated School District’s proposed budget with School Superintendent Elaine Nutter when they convene for a regular meeting tonight, while the town’s Recreation Commission will be updating the board on its activities and discuss future plans and project funding.
The Select Board meeting is May 12 at 6 p.m. at the Lincolnville Town Office, 493 Hope Road (Route 235).
Also on the agenda is a request by Selectman Rosey Gerry to create a Veteran’s Memorial on town-owned property, between the library and Breezemere Park. Up for discussion is what the memorial would consist of and look like, how it would be funded and the timetable. Town Administrator David Kinney will be recommending that the Select Board reach out to neighbors and vested town committees to seek input on the proposal before moving to final approval.
The board will review the final draft of the Annual Town Meeting warrant at Monday night’s meeting, which now includes the Budget Committee’ recommendations and the Fernald’s Neck Road article.
Of note in the draft warrant are four articles in which the Budget Committee’s recommendations differ from the Select Board’s recommendations:
Article 9. The Budget Committee is not recommending the funding for the establishment of live web streaming and a video archive of our local government meetings.
Article 10. The Budget Committee is recommending $8,000 for Contingency versus the $10,000 recommended by the Board of Selectmen.
Article 12. The Budget Committee is recommending $876,733 for Public Works versus the $886,888 recommended by the Board of Selectmen. As discussed earlier in this newsletter the Budget Committee is recommending that the Lincolnville Beach Maintenance and the Septage Disposal Contract be funded out of funds carried forward (Recreation and Beach Improvement).
Article 13. The Budget Committee is recommending $12,919 for Boards and Committees versus the $12,381 recommended by the Board of Selectmen. The increase recommended by the Budget Committee is proposed to pay each member of the Board an additional $100 per year plus the associated FICA/Medicare contribution.
According to Kinney, the Budget Committee also reduced the amount they are recommending as a donation to the Camden Area District Nursing Association from $1,000 to $1, which is in response to an improved financial position of the Association.
And among the other agenda items for Monday night, the Recreation Commission is slated to discuss athletic field projects (capital and maintenance), the boat floats at Breezemere Park and the potential marking of the park’s organized swim area. Of particular concern to the Commission is whether funds for a variety of projects previously earmarked for the athletic field’s improvements will in fact be available to complete scheduled work.
NOTE: The Lincolnville School Committee has also announced a Special Town Meeting on the proposed 2014-14 school budget. The meeting will be held Tuesday, May 20 at 7 p.m. at the Lincolnville Central School on Hope Road (Route 235).
