Rockport Select Board considers assigning staff members to volunteer committees

    ROCKPORT — The Select Board in Rockport meets Monday, July 8, to again take up the annual task of reappointing and appointing citizen volunteers to various committees, which the board had tabled at its last meeting in order to field more applicants, including the quasi-judicial Zoning Board of Appeals which is to hear an administrative appeal of the new library construction permit this summer.

    The meeting begins at 7 p.m., in the Geoffrey C. Parker Meeting Room at the Rockport Opera House. The meeting will be streamed live at  https://livestream.com/Rockportmaine.

    At this same meeting, the board will also consider assigning town staff to every volunteer committee. 

    “The Select Board is asked to discuss whether we should adopt a policy that will assign a staff person to every committee,” according to the board agenda (See attached PDF for complete board packet). “It would be the staff person’s responsibility, in conjunction with the committee chair, to prepare an agenda and draft minutes for the committee’s approval.

    “The Select Board is asked to review the attached spreadsheet to determine when the suggested staff liaison is the appropriate one. The Select Board’s recommendations in this regard would then be provided to Bill Post [new incoming town manager, effective Aug. 1] for his consideration/review/proposed amendment.”

    At the same meeting, the board will hear about a noise complaint of a harbor event, and discuss if sound level limits need addressing. Board members will also hear an update on the West Rockport Fire Station/Approval of Construction document proposals, consider a price hike at Mid-Coast Solid Waste Transfer Station for landfill debris, and consider renewing contracts for various services, including planning and community development.

    “The Town Office and Select Board have received one complaint by a neighbor on Pascal Avenue and numerous supporting letters from residents supporting harbor events such as the one held on June 30th in Marine Park,” the acting town manager’s report said. “The Town also received a letter from Kim Kimball on behalf of theTown’s Conservation Commission and Rockport Boat Club urging the Select Board’s support ofthe Rockport Harbor Festival and Music Series.”

    Until Post assumes his new office, Town Clerk Linda Greenlaw is the acting town manager.

    At its June 30 meeting, the board voted 3 to 2, with members Mark Kelley and Jeff Hamilton dissenting, to table all appointments and reappointments to town committees. The reasoning was that the three board members in favor of tabling the issue wanted more citizens to submit paper work to serve on various boards and committees. Kelley and Hamilton, on the other hand, saw no reason for the delay.

    Zoning Board of Appeals, three vacancies and two members are up for reappointment.
