BELFAST —  A Jackson man was sentenced to 18 years in prison in Waldo County Unified Court April 30 for the ongoing sexual assault of a child who had yet to reach the age of 12, according to court documents.

Paul S. Andrews, 34, faced 14 counts of gross sexual assault in total for multiple assaults perpetrated on a single child between February 2015 through December 2016.

In a plea deal with prosecutors, Andrews pleaded guilty to four of the counts leveled against him, with the rest dismissed. He was sentenced to 18 years for each count, to run concurrently. No portion of the sentences were suspended.  

Andrews made headlines in March after assaulting Julio Carrillo when the two were housed together in the special management section of Two Bridges Regional Jail. He was charged with assault and criminal threatening for the incident. Those charges are being handled through Lincoln County courts.

Julio Carrillo was arrested Feb. 26, for the beating death of his wife’s daughter, 10-year-old Marissa Kennedy. Both Julio and Sharon Carrillo, the girl’s mother, have been held at Two Bridges since their arrest.

Following his release, Andrews will spend 25 years on supervised release and will be barred from having any contact with the victim, the victim’s mother, or any children the victim may have at the time of his release. He will also be barred from unsupervised contact with any children under the age of 12.

Andrews will be banned from using or possessing alcohol or illicit drugs and will be subject to random searches of his person, vehicle and residence once released.

He will also be fitted with “the best electronic monitoring available at time of release,” according to the terms of his release.

Additionally, Andrews will have to register as a tier three sex offender and will be required to comply with the Sex Offender Registry Act for the rest of his life.

If he serves his full sentence, Andrews will be 52 years old at the time of his release.
