Rockland announces name of new city manager candidate, releases resume

    Rockland on May 19 released the name of the city manager candidate chosen by the City Manager Search Committee on Monday, May 15. Christopher Ronald Philbrick of Dumfries, Va., was the candidate chosen by the City Manager Search Committee to fill that position.

    Philbrick has more than 25 years of public sector management and administrative experience at local, state and federal levels, including:

    Public Administration, Fiscal Management, Economic Development, Strategic Planning, Organizational Skills, Labor Relations, Policy Development, Project Management, Budgeting.

    According to his resume, his most recent participation was Management Consultant for Dumfries, Virginia.

    He served as an independent expert specializing in government consulting with a municipal services focus.

    Activities involve identifying critical resources while working with diverse organizations to distinguish best practices and develop and implement innovative "high performance organization" process improvement models, initiatives and programs.”

    Philbrick's past experience includes being a director with the Department of the Army, Washington D.C.; Principal Municipal Advisor, Ministry of Defense, Baghdad, Iraq, and City Manager in Fort Irwin, California.

    His education includes:

    Master of Arts Strategic Planning, US Army War College, Carlisle, Pensylvania.

    Master of Arts Management, Webster University, Saint Louis, Missouri.

    Bachelor of Arts Government, Norwich University, Northfield, Vermont.

    Awards include:

    Distinguished Service Medal 2011

    Legion of Merit Medal 2009, 2008, 2005

    Meritorious Service Medal 2002, 2000, 1998, 1996, 1993

    Bronze Star Medal 1991

    Community Volunteer Award 2008, 2002, 1998, 1993.

    Philbrick will be setting up an interview with the Rockland City Council, as well as an introduction to department heads and the citizens of Rockland.

    Rockland Mayor Will Clayton said that this process takes time.

    “We are hopeful to expedite it as quickly as we can,” he said.

    Clayton also said the search committee needs to be recognized and commended for what they have achieved and in the manner they did it in.

    City Council had hoped for a fifth council member to be in place when it came time to confirm a new city manager. That won't happen until June when a special election is held to fill that position.
