Lincolnville considers town meeting warrant additions: Sewer district proposal, Community Fund donations
Lincolnville selectmen meet Monday evening, April 10, to discuss a request from the Lincolnville Sewer District, and an offer by the Lincolnville Community Foundation, both items to possibly appear before voters at annual town meeting.
The meeting begins at 5:30 p.m. at the Lincolnville Town Office and begins with an executive session concerning a poverty abatement. The regular open meeting is anticipated to begin at 6 p.m.
According to Town Administrator David Kinney, the Lincolnville Community Foundation is contemplating making financial donations to Lincolnville, possibly for the Fire Truck Fund, the Beach Road Building Fund and possibly a yet to be created Fire Equipment Reserve fund.
The selectmen will decide Monday evening whether to schedule a May 8 public hearing for the town's referendum questions, which will include harbor ordinance amendments, and possible those related to the sewer district and Community Foundation.
The Lincolnville Sewer District, which oversees wastewater management at Lincolnville Beach, has identified a need for larger sewer system at the Beach to accommodate more properties and better protect drinking water. A proposal to extend the existing sewer system up Route 173, south on Route 1, and then further north on Route 1 has been drafted.
The sewer district trustees have secured enough loans and grants to get the project going and to break ground this year. They received a loan $1.6 million and $1 million federal grant. They are asking the town for to help pay for the next 10 years of bond payments. The loan is for $190,357 and the district is asking the town of help with annual payments $19,035.
The selectmen have asked for information, especially in relation to financial liability. The board will discuss this evening the details of the sewer district proposal and possibly place it on the town meeting warrant.
In other business, the selectmen will discuss a proposed request for proposals that will be circulated for the town’s harbor maintenance services. After review, a subcommittee reviewing the town’s RFP is suggesting:
That the snow removal be removed from the RFP and that bids be sought for the upcoming season.
That the grass mowing be removed from the RFP and that as these services are small that they be included with other town bid mowing services.
That the grassy areas be further explored to see if they could be eliminated to make for enhanced parking.
Tthat the Board consider using a qualification-based selection process to select a vendor to perform the maintenance tasks.
Qualification Based Selection is a process whereby the town evaluates and selects the most qualified firm and then negotiates the scope of the work, schedule and fee. If a mutually agreeable scope and fee cannot be established then the town is not obligated to sign a contract and moves on to the next preferred vendor.
