Emergency medical services, sewer funding lead Lincolnville selectmen business
LINCOLNVILLE — Selectmen in Lincolnville will convene Jan. 8 at 5 p.m. at the town office for a regularly scheduled meeting to address sewer district and library funding, the future of the town’s ambulance services, and several other municipal business items.
The current contract with Northeast Mobile Health Service to provide ambulance services expires on June 30, and Lincolnville is the first town of the four — Camden, Hope, Lincolnville and Rockport — to open the discussion about renewing the contract and next steps.
Last week, the four-town EMS Performance Review Committee met with the North East Mobile Health representatives at the Lincolnville Town Office to talk about staffing levels, response rates, transports, and the business of EMS in the Midcoast.
This year, the four towns pay $79,000 to North East for the 24/7 EMS coverage, with Lincolnville’s share set at $14,390.
But with declining number of transports, the for-profit North East has been operating at a loss, according to the town office.
North East has submitted four contractual options to the towns, ranging in annual costs from $217,180 to $315,532.
To Lincolnville, the possible increases would range from $39,527 to $57,427, according to Town Manager David Kinney, who laid out the options in his regular pre-meeting newsletter to the selectmen.
The four North East options include different staffing levels.
Option 1 maintains the current contracted staffing level (both in the number of vehicles available and license level) and carries the highest subsidy request. NEMHS states that “the current transport volume does not support this staffing level,” according to Kinney’s newsletter.
“Options 2 -4 vary in either the number of ambulances available or the license level of the crew (paramedic versus Advanced Emergency Medical Technician) or both. NEMHS states that in their opinion Option 3 ‘most appropriately meets demand and provides two paramedic ambulances every night,’ and is therefore their recommended option,” wrote Kinney.
The EMS Performance Review Committee is asking all four towns to get opinions for their communities about emergency medical response expectations.
In the meantime, the towns are also anticipating more data from North East Mobile Health Services about response times, call types and the number of runs.
