Rockport Select Board talks about library fixes, town birthday, sewer fee waivers
Rockport Select Board meets Monday evening, July 13, to consider a full agenda, including implementing certain aspects of the Rockport Public Library building study, moving the Glen Cove Veterans’ Memorial to the Glen Cove rest area, (per a request made at the May Select Board meeting by a property owner), and talk about how best to create a Rockport’s Quasquicentennial (125th) Anniversary Planning Committee.
The meeting will begin at 7 p.m. at the Rockport Opera House Meeting Room, will be televised on public access television channel 22, streamed live at http://livestream.com/Rockportmaine.
The board will also consider the bylaws of the Parks Committee, which split from the Recreation Committee several years ago.
The town’s Quasquicentennial will take place this coming winter, and the first brainstorming session is scheduled for Aug. 25. The Select Board is create a steering committee that could set up other subcommittees to take on very specific duties, such as fund raising, events (fireworks), publicity, and more.
The board will also consider:
• A request by the owners of 23 Main Street to extend their second floor porch. The property owners would like to extend a deck to be consistent with neighbors. The issue os that the deck will hang over the town’s right of way.
• Discuss and give direction to the town manager regarding implementing certain aspects of the Rockport Public Library building study. They include vacating or strengthening the second floor office and storage space; remediation of potential mold issue in the crawl spaces; and securing the building envelope to prevent further infiltration.
The engineers hired to assess the existing library building are recommending not expending money on a full air quality analysis. His recommendation is to assume there is mold and mitigate it by cutting down on moisture infiltration and improving air flow until a decision is made on the next steps on what to do with the building.
There are also recommendations to move and store material stored in the library’s attic to lighten the load on the ceiling joists, as as well as build a fire escape out of one of the windows. The fire escape would improve the egress, but would not make it code compliant, as there is no way to increase the ceiling height or the stairway access, the engineers have noted.
The board will also schedule a workshop to consider direction of town website(s).
The board will also convene as wastewater commissioners to consider a request from Fresh Off the Farm and Rockport Steel waive the sewer connection fees of those businesses. The request follows last year’s sewer extension project that created impediments to their their business.
