Rockport Public Works lauded with Excellence Award for harbor project
ROCKPORT — Rockport Public Works Department has received the 2014 Excellence Award from the Maine Chapter of the American Public Works Association for harbor lighting and infrastructure projects at Marine Park.
“Receiving this award is a great recognition for a crew that just came through one of the worst winters in many years,” said Town Manager Rick Bates.
The Maine Chapter of the American Public Works Association (MCAPWA) convened in Skowhegan June 4 at its 24th Annual Highway Congress and bestowed the award on Rockport for work completed in Autumn 2014.
The project was funded in part with a grant from the Boating Infrastructure Grant program administered through the Maine Department of Transportation (MDOT) and a local match, which included “in-kind” labor from the public works crew.
Public Works erected onw dozen decorative street lamps along walkways, and wired dock power pedestals to serve transient boaters visiting Rockport Harbor.
This project included providing Internet access via the town’s high-speed fiber-optic network, reconfiguring of parking and erecting a new lighted flagpole.
The project was finished in time for Rockport’s Holiday on the Harbor celebration at Marine Park, which drew more than 1,400 people for music and fireworks in the weeks preceding Christmas.
“More importantly, as we enter the new summer season and intensive use of Rockport Harbor, we now have accommodations that meet visitors’ needs,” said Bates.
The total project cost was $160,500. That figure includes MDOT grant funding of $100,000, as well as $17,500 in town labor and equipment use, and $3,500 in equipment rental by the town.
Work began in early fall and was completed on December 12, 2014.
“The role of the Public Works Department on the Harbor Lighting Project was to act as nothing less than the general contractor and resident engineer/inspector on this project,” said Bates. “C.C. Electric of Hermon was hired after a competitive bidding process and did great work for the town. The quality of in-kind labor by the Public Works Department was excellent and considerable cost savings resulted from frugal and steady oversight and supervision by Public Works Director Mike Young and his team. It was the work that the crew did that that helped keep costs down and get the best product possible that won them the award.”
