Rockland City Council is supposed to be the voice of the community
Here we go again. The Rockland City Council is bypassing the citizens of Rockland.
Again, the Council is choosing to ignore proper process. Again, there have been behind the scenes discussions with the American Cruise Line, Cruise Maine, City Manager and members of Council. A “deal” has been discussed.
Whether this will or will not benefit the city is not the concern. What is alarming is that this “deal” has not been conducted in an open manner. Yes, they will argue that this was a confidential negotiation. But, at some point it should be public.
Adding an agenda item at the last minute does not follow process. I know, because time and time again, as I served as Chair, individual councilors would add things to the agenda at the last minute, which does not allow the public or the city to research the initiative.
Please do not be strong armed to vote on this matter. The public deserves to weigh in. Pro or con. Yay or Nay.
The HMC should be allowed to vet any contracts or requests for the use of the harbor. That is their role. A role that should not be usurped by City Council because Council believes they have the power to behave as they wish. Council is supposed to be the voice of the community. Accepting and hearing recommendations from commissions or committees is key to a successful city.
Alas, for the past two years recommendations from Commissions, committees, COMPs, Planning Board, City Attorney, and City Planner have been ignored or dismissed. Perhaps the Council can stop this precedent now by allowing the HMC to do their jobs?I ask that the HMC postpone any vote until they and the community are up to speed on the “deal”.
