The Rockland City Council invites all Rockland renters and landlords to an important public forum on rent stabilization. The forum will take place on Wednesday, July 9, 2025, at 5:30 p.m., at City Hall, 270 Pleasant Street. 

"This will mark the beginning of a vital community-wide discussion regarding rent stabilization within Rockland," said the City of Rockland, in a news release.

The City Council is looking at what could be a major socioeconomic challenge, impacting many Rockland renters: substantial rental increases, often rising by 25-30% or more. These increases can affect long-term tenants without there being a corresponding change in property ownership or major maintenance improvements. This can lead to a rise in residents experiencing housing insecurity and displacement, according the City.

The council intends to come to this discussion with an open mind and no predetermined policy. The objective is not to hurt property owners, but instead to explore potential solutions that safeguard renters from excessive increases while acknowledging landlords' right to a fair profit and expense coverage. The City Council is committed to learning from the experiences of other municipalities to avoid challenges seen in existing rent-stabilization ordinances. To achieve this, input from both landlords and tenants is essential.

The Council recognizes that some renters may be apprehensive about speaking publicly due to concerns about potential retaliation. To ensure all perspectives are heard, individuals who prefer not to speak during the public forum are encouraged to submit their feedback directly to City Manager Tom Luttrell via email at tluttrell@rocklandmaine.gov.

All participants are urged to come prepared for a constructive conversation, bringing forward thoughtful ideas and insights. Landlords are encouraged to share their needs, including considerations for covering expenses, property taxes, inflation, and a reasonable profit margin that enables long-term residents to remain in our community. Tenants are invited to share their experiences and propose ideas for equitable and sustainable housing solutions.
