Pair arrested for summer Camden burglaries reach plea agreement

    ROCKLAND — The state and attorneys for the two New York City residents who were charged by Camden Police Detective Curt Andrick with felony theft and burglary following a series of business break-ins in July 2017 have reached a plea agreement. 

    Talicia Martins, 21, and Jacob Flanagan, 20, of New York City, agreed to a deferred disposition agreement during a hearing held in Knox County Unified Court March 29. 

    The pair were individually charged with three counts of burglary and felony theft at their initial court appearance Jan. 22. 

    The agreement for Martins stipulates that if she continues substance abuse counseling and provides proof to the state and refrains from additional criminal conduct for the next 12 months, she will be sentenced to 364 days in jail with all but 35 days suspended. She will also be placed on probation for a year following her release.

    If Martins adheres to the deferred disposition, one of the burglary charges will be dismissed as part of the agreement, the second charge would be amended to a misdemeanor and a third burglary count would be filed as criminal trespass charge.

    Flanagan's agreement includes for him to serve 21 days in jail if he abides by the same terms defined in Martins’ agreement during the next 12 months. Two burglary charges would also be dismissed and a criminal trespass charge would be filed for the third burglary charge if he adheres to the agreement.

    In January, they were ordered not to return to the Camden Cone, Smoothie Shack and Francine’s Bistro, the three businesses burglarized in July.   

    The pair will be required to jointly pay restitution of $4,663 to the businesses.

    Both are also prohibited from using drugs or alcohol during the 12 months of the agreement will be subject to random searches and testing for drugs. They will each have to pay a $25 monthly administrative fee.

    If the terms of the agreement are violated, it will be considered void and the pair will be sentenced as charged.

    Flanagan is represented by Attorney Eric Morse, of Strout and Payson in Rockland. Martins’ attorney is George Dilworth, of Drummond Woodsum in Portland.
