Maine State Police Troop D beat: thefts, drugs, domestic assault

10 warrants, police standoff and heroin

    AUGUSTA — Maine State Police Troop D reported the following activity Nov. 25 – Dec. 1. Troop D is responsible for Maine’s Midcoast, including Sagadahoc, Lincoln, Waldo and Knox counties, the southern half of Kennebec County and part of northern Cumberland County. The troop also patrols Interstate 295 from Brunswick to Gardiner. The troop's complement includes a lieutenant, three sergeants, 25 troopers and a secretary. An arrest or summons does not imply guilt.

    Nov. 25

    Trooper Desiree Wuthenow took a report of burglary on Swan Lake Avenue in Swanville. The complainant came home to find the residence broken into and multiple items, including prescription medication, stolen. Investigation continues.

    Trooper Mark Ferreira stopped Kristopher Devine, 31, of Windsor, for having a defective brake light on Route 17 in Windsor. Further investigation revealed that Devine had a suspended driver’s license. Devine was issued a summons for operating after suspension.

    Trooper Benjamin Sweeney stopped a blue sedan on North Palermo Road in Palermo for speeding 77 mph in a 45 mph zone. The operator, Robert Sears, 21, of South China, was issued a summons for criminal speeding.

    Trooper Niles Krech assisted Detective Robert Slattery on a traffic stop at mile marker 37, I-295. Detective Slattery had stopped a vehicle for speeding and discovered that the driver, Elissa Lombard, 22, had a suspended license. She was issued a summons for operating after suspension and a ticket for speeding.

    Nov. 26

    Krech stopped a Subaru station wagon on Route 9 in Chelsea because a rear passenger did not have his seat belt on. While speaking with the driver, Mark James, 47, Krech learned that his license was suspended, that James was on probation and that he was allegedly driving the vehicle without the owner’s permission. The rear passenger, who didn’t have his seat belt on, identified himself as Kevin Joslyn, of Wiscasset. During a search of the vehicle, a Maine State Prison ID was found with the name of Gary Joslyn, 38. Joslyn, who had identified himself as Kevin Joslyn, had two active warrants for his arrest and was on probation. Krech issued a ticket to Gary Joslyn, who maintained his name was Kevin Joslyn, for not wearing a seat belt. He signed the ticket as Kevin Joslyn and was arrested by Krech. During a search of Joslyn, Krech found a small plastic bag in his wallet that allegedly contained heroin. Outside the jail, Joslyn allegedly admitted to having two needles under the sole of his boot. Krech arrested Joslyn for the warrants, providing a false name, forgery, unlawful possession of a schedule W drug and sale and use of drug paraphernalia. James was issued a summons for operating after suspension and the vehicle was returned to the own without any charges issued for use of the vehicle.

    Krech stopped a yellow Firebird at the Cumberland Farms in Augusta for crossing over the center line. The driver was unable to provide identification but identified himself as Freeman Taylor, 40. A passenger identified himself as Wendall Norton but also didn’t provide any identification, according to the police report. Krech learned that Taylor had a warrant for his arrest and, with the assistance of the Augusta Police Department, placed Taylor under arrest. Krech learned that the passenger wasn’t who he said he was. He identified himself as Keith Laney, 40, of Belfast. Laney allegedly admitted to having two needles and a heroin spoon in his pocket, and a piece of Suboxone rolled up in his boxers. Laney allegedly admitted that he and Taylor were headed to Augusta to buy heroin but were stopped in the process. Taylor was arrested on the warrant and Laney was issued a summons for unlawful possession of a schedule W drug and sale and use of drug paraphernalia. Laney was released at the scene.

    Trooper Erin Ball took a complaint of a vehicle leaving the scene of a property damage accident in Pittston. Upon making contact with the driver of the vehicle, Daniel Williams, 59, allegedly said he would not come out of the trailer and threatened to shoot Ball if she entered the residence. The situation resulted in a police standoff to which multiple troopers, negotiators and the State Police Tactical Team responded. Williams was eventually removed from the trailer and transported to Maine General in Augusta for evaluation and self-inflicted injuries. Williams was charged with terrorizing, leaving the scene of a property damage accident, failure to report an accident by quickest means and creating a police standoff.

    Trooper Ferreira stopped Douglas Curtis, 50, of New Gloucester on Route 17 in Chelsea for having a defective plate light. A vehicle search indicated that Douglas was allegedly in possession of drug paraphernalia. Douglas was issued a summons for sale and use of drug paraphernalia and released from the scene.

    Nov. 28

    Trooper Wuthenow stopped a vehicle for a speeding violation on Route 3 in Palermo. Upon investigation with Trooper James MacDonald and Trooper Christopher Rogers, the driver, Caitlin Trafton, 26, was found to allegedly be in possession of a useable amount of marijuana. Trafton was issued a summons for both the offense and the speeding violation.

    Trooper Jeremiah Wesbrock responded to a family fight on Curtis Road in Swanville. Timothy Hanscom, 32, was arrested on charges of domestic assault. Hanscom was taken to Waldo County Jail and turned over to the correctional staff.

    Trooper Wesbrock stopped a vehicle on Route 1 in Winterport for operating with expired tags. Jess Ingraham, 24, of Brooklin was issued a summons for failure to register a motor vehicle greater than 150 days.

     Nov. 30

    Trooper Sweeney stopped a sport utility vehicle on Route 1 in Belfast for a seat belt infraction. The passenger, Jeffrey Warren, 32, of Orland had 10 warrants for his arrest. Upon arrest it was discovered that he allegedly had a usable amount of marijuana in his possession. Warren was transported to Waldo County Jail and summonsed for possession of a useable amount of marijuana.  

    Trooper Donald Webber and Trooper Krech conducted a bail check on Christopher Colwell, 29, of China. Colwell failed drug testing and was issued a summons for violating conditions of release.

    Dec. 1

    Trooper Sweeney took a report of theft in Swanville. The victim reported that someone had taken his four-wheeler and crashed it and had also taken a large amount power tools and hunting gear. Investigation continues.

    Trooper Ball responded to multiple car accidents in Randolph and Chelsea due to the weather and vehicles going off the road. No injuries were reported and various cars were towed due to damage.

    Trooper Ball took a report of theft in Randolph. The complainant reported he had friends over the night before and when he woke up that morning they were gone, along with an Xbox slim, a 42-inch flat screen TV and a safe containing a wedding band, various credit cards and personal paperwork. Suspects have been identified and investigation continues.

    Troopers Ball and Krech responded to a domestic violence call in Randolph. Upon arrival no assault had taken place; however, Robert Carson, 18, had allegedly trashed the apartment breaking items and throwing them outside. Carson was charged with criminal mischief and transported to Kennebec County Jail.
