Expired registration, fictitious inspection stickers and a foot chase

    AUGUSTA — Maine State Police Troop D reported the following activity April 13 to May 5, 2014. Troop D is responsible for Maine's Midcoast, including Sagadahoc, Lincoln, Waldo, and Knox counties, the southern half of Kennebec County and part of northern Cumberland County. The troop also patrols Interstate 295, from Brunswick to Gardiner. The troop's complement includes a lieutenant, three sergeants, 25 troopers and a secretary. An arrest or summons does not imply guilt.

    April 13

    Trooper Jeremiah Wesbrock responded to a report of an intoxicated male in the roadway in Liberty. Jay Gibson, 21, was found by Trooper Donald Webber acting strangely and appearing extremely intoxicated. Gibson was arrested based on two active warrants and transported to Waldo County Jail in Belfast.

    April 15

    Trooper Wesbrock arrested Daniel Armstrong, 35, of Northport, on several outstanding warrants.

    April 17

    Trooper Christopher Rogers stopped Lisa Chapman, 34, on I-295 in Gardiner for an expired inspection sticker. Investigation revealed her license was under suspension and she was issued a summons for the offense. A licensed driver moved the car from the scene.

    April 20

    Trooper James Macdonald stopped a vehicle on Water Street in Augusta for having a brake light out. Investigation revealed Michael Pinkham, 26, had a suspended driver's license and he was issued a summons for operating after suspension.

    Troopers Jacob Ferland and Bethany Robinson responded to Benner Road in Liberty, where they issued Jay Gibson, 24, a trespass notice not to return to a residence located on Marshall Shore Road.

    Troopers Ferland, Robinson and Thomas Bureau responded to an ongoing domestic dispute on Pinnacle Road in Liberty. William Achorn, 26, of Liberty, was arrested and charged with domestic violence assault.

    April 21

    Trooper Macdonald stopped a vehicle on Route 3 in China for having expired registration stickers. Eric Schwarm, 22, was issued a summons for operating a motor vehicle with an expired registration greater than 150 days.

    Trooper Macdonald stopped a vehicle on Route 3 in China because the operator wasn't wearing his seat belt. Investigation revealed the license plates were from a different vehicle. Kevin Marois, 20, was issued a summons for false attachment of plates.

    Troopers Bureau, James Leonard, Seth Allen and Eric Verhille responded to a domestic assault complaint on Blodgett Road in Pittston. Shawn Burgess, 37, was ultimately arrested without incident for domestic assault, terrorizing and criminal threatening with a dangerous weapon.

    Trooper Rogers stopped Ralph Hanscom, 45, on Water Street in Gardiner for a suspicious inspection sticker. Investigation revealed it belonged to another vehicle and was fraudulently attached. Hanscom was issued a summons for displaying a fictitious sticker.

    April 22

    Trooper Benjamin Sweeney initiated a traffic stop on Route 137 in Waldo for an inspection sticker violation. It was discovered that passenger Dylan Cook, 33, of Montville, had an outstanding warrant and was arrested and transported to Waldo County Jail without incident.

    April 23

    Trooper Sweeney initiated a traffic stop on Poors Mill Road in Belfast for an inspection sticker violation. Christopher Cole, 20, of Morrill, was found to be smoking in the vehicle with a juvenile passenger and was issued a summons for the offense.

    Trooper Sweeney initiated a traffic stop on Poors Mill Road in Belfast because the vehicle was registered to someone with a suspended license. Jessica Trott, 33, of Morrill, was issued a summons for the offense and a licensed driver drove the vehicle from the scene.

    April 24

    Trooper Allen arrested Michael Ahearn, 45, on a warrant at his home in Randolph.

    Trooper Allen arrested Scott York, 38, in China on a warrant for an unpaid fine after stopping him for a vehicle defect.

    Trooper Erin Ball stopped Matias Rodlauer, 22, on I-295 after receiving a complaint of erratic operation with a vehicle matching the make and registration. Rodlauer was found to be operating after suspension and was issued a summons for the offense.

    Trooper Ball responded to a tractor trailer off the road on the southbound on-ramp at exit 43 in Richmond on I-295. The driver was traveling back onto the interstate when he became dizzy and blacked out, causing the vehicle to hit a guard rail and travel down an embankment. Emergency medical services medically cleared the driver and no citations were issued.

    April 25

    Trooper Ball stopped Michael Batchelder, 27, of New Hampshire, for speeding on I-295 in Topsham. Batchelder was found to operating with a suspended New Hampshire license and he was issued a summons for the offense.

    Troopers Mark Ferreira and Rogers conducted a bail check on Steven Davis, 58, of Bowdoinham. Davis was found at his home intoxicated and in possession of alcohol and he was arrested for violating conditions of release and transported to Two Bridges Jail in Wiscasset.

    Trooper Corey Smith stopped a speeding vehicle in Liberty on Route 3. Albert Forster, 54, held a suspended license from his home state of Pennsylvania and he was issued a summons for operating a motor vehicle without a license. The vehicle was towed.

    Trooper Macdonald stopped a vehicle on Route 17 in Augusta for not having a front plate. Investigation revealed Christopher Miquelon, 25, had a suspended driver's license and he was issued a summons for the offense.

    April 26

    Trooper Macdonald stopped a vehicle on Route 3 in China for traveling 96 mph near Tobey's Store. John Pelletier, 26, stated he was trying to get his friend to the hospital as her dad was undergoing surgery. Pelletier was issued a summons for criminal speeding.

    Troopers Macdonald, Ferreira, Kyle Pelletier and Nicolas Gleeson responded to a possible personal injury crash on Griffin Road in Windsor. Following investigation, Richard Glidden, 36, was arrested for operating under the influence.

    Trooper Macdonald stopped a vehicle on Lakeview Drive in China for having a plate light out. Trooper Macdonald detected the odor of marijuana coming from the vehicle. Following investigation, Dalton Patterson, 40, was issued summonses for possession of marijuana and possession of drug paraphernalia.

    Trooper Wesbrock responded to an assaultive juvenile on School Street in Unity.

    April 27

    Trooper Bureau stopped Cameron Brousseau, 19, on Albion Road in Unity for a traffic infraction. During the stop the trooper learned the inspection sticker did not match information from the vehicle it was attached to. Brousseau was issued summonses for theft by receiving stolen property and for the inspection sticker violation.

    Trooper Rogers stopped a vehicle carrying Cesar Ramirez-Gomez, 33, of Mexico, on I-295 in Richmond. Investigation revealed he had been deported from the United States at the Texas border in December 2013, however he had again illegally entered the country. Immigration responded to the traffic stop and took custody of Ramirez-Gomez, advising he would be re-deported within 10 days.

    Trooper Allen stopped Niki Nickerson, 36, on Route 197 in Richmond for displaying an expired inspection sticker. Nickerson's registration had also expired in September 2013. Nickerson was issued a summons for operating a motor vehicle with expired registration 150+ days.

    Troopers Ferland and Robinson stopped a tow truck on Route 1 in Northport for not having a headlight. George Seavey, 43, of Trenton, was found to be operating after suspension and was issued a summons for the offense.

    Trooper Ferreira stopped Stephanie Smith, 23, of West Gardiner, for displaying expired registration on Maine Avenue in Farmingdale. During the investigation it was revealed that Smith had a fictitious inspection sticker on her vehicle and that the vehicle's registration had expired. Smith was ultimately issued summonses for displaying a fictitious inspection sticker and attaching false plates.

    Troopers Gleeson and Pelletier stopped a vehicle on Maine Avenue in Farmingdale for having expired registration and inspection stickers. Jacob Ravis, 31, also had a suspended driver's license. Ravis was issued summonses for operating after suspension and operating a motor vehicle with an expired registration greater than 150 days.

    April 28

    Trooper Smith responded to a rollover crash on Belfast Road in Freedom. Marcy Marriner, 32, of Knox, was issued summonses for operating after suspension and failure to provide proof of insurance. The car was totaled.

    Trooper Sweeney initiated a traffic stop on Route 7 in Brooks for a seat belt violation. The driver Kaylib Doughty, 22, of Brooks, was operating with a suspended license. He was issued a summons for the infraction.

    Trooper Sweeney initiated a traffic stop on Route 7 on the Jackson/Dixmont town line. A vehicle pursuit ensued and ended on Village Road in Jackson where the driver fled on foot into the woods. A search was conducted with negative results. On April 30

    Trooper Sweeney arrested Devon Ricker, 26, of Jackson, in connection with the police chase. Ricker was charged with felony eluding a police officer, operating after suspension, criminal speeding, refusing to submit to arrest or detention and violation of conditions of release.

    Trooper Erin Ball stopped Malgorzata Swiontkowska, 33, on Route 196 in Lisbon for having an expired inspection sticker. Swiontkowska was also found to be operating with suspended registration and she was issued summonses for the offenses and given a permit to operate the vehicle back home.

    April 29

    Trooper Ball was dispatched to a harassment complaint out of Litchfield. The complainant stated her husband, who had been served a temporary protection order earlier in the day, had just called the residence and started making threats that he was "going to take her out." Investigation continues.

    Trooper Niles Krech stopped a vehicle on I-295 for a passenger not wearing a seat belt. Stephan Somers of Massachusetts had a license that expired in January 2014. Somers was issued a summons for operating without a license and released.

    April 30

    Troopers James Moore and Macdonald went to Purple Heart Highway in Brooks in search of Tiffany Paige, 33, who had seven warrants for her arrest. Troopers located Paige inside her residence and arrested her on her outstanding warrants.

    Trooper Ferreira stopped Russell Foss Jr., 46, of Lewiston, on Route 126 in West Gardiner for a passenger in the vehicle not wearing her seat belt. Trooper Ferreira noticed the inspection sticker on the vehicle was fictitious and had been printed and placed on the vehicle's windshield. Russell was issued a summons for displaying a fictitious inspection sticker and released.

    Trooper Ferreira stopped a vehicle on Autumn Street in Gardiner that he had confirmed through the Traffic Safety Unit was displaying a fictitious inspection sticker. Randall Stevens, 50, of Litchfield, was issued a summons for displaying a fictitious inspection sticker.

    Trooper Smith stopped a vehicle on Depot Street in Unity for a registration violation. Charles Hopkins, 73, of Monroe, was issued a summons for operating a motor vehicle with expired registration 150+ days.

    Trooper Ball responded to a suspicious vehicle parked on Nutting Lane in Litchfield. The vehicle was well off the private road not causing any obstruction and was not on the complainant's property. The vehicle was not towed.

    May 1

    Trooper Krech received a call from BK Auto stating that Donald Westover, 58, had paid for work done on his car with a closed account. Charges are pending.

    Troopers Gleeson and Pelletier stopped a vehicle on Maine Avenue in Farmingdale for having expired registration (June 2013) and an expired inspection sticker. Troy Genest, 46, was issued a summons for operating a motor vehicle with an expired registration greater than 150 days.

    May 2

    Sgt. Patrick Hood stopped Kristin Ross, 50, of Owls Head, on Route 17 in Union for a traffic violation. Investigation revealed Ross was in possession of marijuana at the time of the traffic stop and she was issued a summons for possession of a usable amount of marijuana.

    Troopers Moore and MacDonald stopped a vehicle on State Street in Augusta. It was discovered the registered owner, Richard Jewett, 24, had an active warrant and he was arrested.

    Trooper Ferreira stopped a vehicle on I-295 in Richmond for displaying an expired registration sticker. Pamela Ouellette, 50, of Topsham, was issued a summons for operating an unregistered motor vehicle greater than 150 days.

    Trooper Allen responded to the report of a theft in West Gardiner. A black car trailer with a wooden deck was stolen from the Collins-Mills Road. Investigation continues.

    May 3

    Troopers Allen, Verhille, Leonard and Sgt. Field responded to Benson Road in West Gardiner for a reported stabbing. Investigation continues.

    Troopers Allen, Verhille, Leonard and Sgt. Field responded to Richmond Road in Litchfield for a report of domestic violence assault and stabbing. The investigation continues.

    Trooper Moore stopped a vehicle on School Street in Unity after he ran the plate and discovered the registered owner had an expired license. Douglas Lakin, 41, was issued a summons for operating a motor vehicle with an expired license greater than 90 days.

    Trooper Moore stopped a vehicle on School Street in Unity for a loud exhaust system. Investigation revealed Michael Knowlton, 53, had an expired driver's license and he was issued a summons for operating a motor vehicle with an expired license greater than 90 days.

    Troopers Gleeson and Pelletier arrested Stacey Sutter, 36, at the Kennebec County Jail on an arrest warrant for unpaid fines.

    Troopers Gleeson and Pelletier stopped a vehicle on Route 126 in Gardiner for no inspection sticker. Investigation revealed Teresa Fuller, 48, had a suspended driver's license and she was issued a summons for operating after suspension.

    Trooper Ferreira stopped a vehicle traveling on Route 32 in Windsor for displaying an expired inspection sticker. Following investigation, Joshua Decato, 31, of Manchester, N.H., was arrested and transported to Kennebec County Jail for operating without a license, providing a false name and fugitive from justice.

    Troopers Leonard, Allen and Verhille stopped a vehicle for a speeding violation at mile 49 in Gardiner on I-295. Timothy Colvin, 32, was arrested for violating conditions of release and possession of a schedule W drug.

    May 4

    Trooper Sweeney initiated a traffic stop on Depot Street in Unity for a vehicle defect. Quinn Boyle, 26, of Brooklyn, N.Y., had a suspended license. Boyle was issued a summons for the offense and released from the scene.
