Biddeford OD deaths, arrests

    The Maine Drug Enforcement Agency have arrested three men following two suspected heroin overdose deaths in Biddeford Wednesday. Arrested at a Saco motel early this morning for Aggravated Trafficking in Schedule W Drugs (Heroin) are; Elqui Javier (21), of Bronx, New York, Rasmane Sankara (39) from West Africa, who goes by the street name “Jamaican Bob” and Christopher Ayotte (45) of Biddeford.

    On Wednesday, agents from the MDEA York District Task Force assisted Biddeford Police with two suspected drug overdose death investigations. One man was found dead in a vehicle in the parking lot of Southern Maine Medical Center and a second was in a residence, elsewhere in the city, according to a news release from the Maine Office of Public Safety.

    Agents began looking at a man using the street name “Jamaican Bob” who was selling large amounts of heroin and crack cocaine from a room at the Brookside Motel in Saco. Throughout the day and into Wednesday night agents conducted surveillance of the motel. Around 2 a.m., agents along with Saco and State Police and agents from the U.S. DEA raided the room, finding the three men inside.

    A State Police drug recognition dog was used to help locate drugs in the room. Seized were approximately 166 grams of heroin, packaged in individual doses for sale, 30 grams of crack cocaine and $4,780.  The street value of the heroin and crack is $26,000.

    The three men were arrested and taken to the York County Jail.

    During the booking process, it was determined that Javier was violating his parole from New York on first-degree robbery charges. New York has placed a detainer on him pending extradition proceedings. Javier’s bail on the Maine charge was set at $250,000 cash.

    Sankara’s bail also was set at $250,000. The U.S. Immigration and Customs Enforcement told drug agents that Sankara came to the US in 2007 and had overstayed his work visa. Also, he has several drug convictions in New York.  Bail for Ayotte was set at $100,000 cash.

    MDEA will continue to work with Biddeford Police on the suspected drug death investigations attempting to identify the source of the drugs. Additional charges are expected.
